Public Forum
There were 10 members of the public present raising issues about a planning application for a glamping site and the ongoing issue of speeding traffic in the village.

Parish Clerk J Greer & Michelle Cound Community Development Worker were also in attendance.
1/10/21 Opening comments from the Chairman
The Chair, Councillor Pickett welcomed everyone to the meeting.
2/10/21 Apologies for absence and reasons given
Apologies from Councillor McCulloch and T Ashton were noted and accepted.
3/10/21 Declarations of interest in accordance with 2011 Localism Act
No declarations were made.
4/10/21 To note the report from the Police Liaison Officer
The Council had been informed that this information will no longer be provided by the police.
5/10/21 Update from Michelle Cound, Village Community Development Worker
Michelle relayed information about the many projects planned that are now picking up with people eager to attend. The list of events includes monthly coffee mornings at The Meadows, a Halloween Event at Enos Wood, a Christmas Craft Fair and Family Bingo.
6/10/21 To note reports from representatives of outside bodies
The Clerk provided information regarding the LALC AGM which was very informative.
7/10/21 CCTV To note CCTV requests & system updates
A recent ram raid at the co op led to the police requesting footage for their enquiries.
Some minor damage at the community centre was also looked into but the footage was inconclusive.
8/10/21 To consider the Annual RoSPA inspections and action repairs
This item was deferred until the November meeting to enable scrutiny of the Kompan quotes to repair all highlighted medium risks.
10/10/21 To receive an update regarding the Old Main Road MUGA and resolve action
It was proposed, seconded and unanimously resolved to go ahead with the repairs, insure and maintain the MUGA.
11/10/21 Draft notes of the meeting held on 8 Deptember 2021 resolution to adopt
It was proposed, seconded, and unanimously resolved to accept the draft notes as the minutes.
12/10/21 Resolution to approve payment of accounts
It was proposed, seconded, and unanimously resolve to make the payments as listed below.

13/10/21 To note the conclusion of the Annual Audit
The report from PKF Littlejohn did not raise any concerns regarding the Councils financial management.
14/10/21 To Consider engaging with Breakthrough Communications to establish a community strategy for Parish Council business
It was proposed, seconded and unanimously resolved to invite the company representative to the next meeting to elaborate on the services they can provide regarding possible village surveys and developing a business strategy for the Council.
15/10/21 To consider the grant available from BBC and its use within the parish to fit the criteria
This item was deferred to the next meeting.
16/10/21 Highway Matters: items requiring maintenance / repair
Cowbroads Lane was identified as being in need of serious repair, the general comments were many roads throughout the village are a mess.
17/10/21 Planning Matters
a) B/21/0432 Kintok. It was proposed, seconded, and unanimously resolved to support this application.
b) B/21/0428 Glamping site, Station Road. It was proposed, seconded, and unanimously resolved to object to this application based on the same comments to the original application. It is not in a suitable area and the ground is prone to flooding and sitting water. There is no identified need for such a development.
18/10/21 To consider constant speeding reports throughout the village, note Councillor recommendations and resolve actions
Councillor Crouch had championed this issue and written at length to LCC Councillor Paul Skinner. It was proposed, seconded, and unanimously resolved for Councillor Crouch to continuing to research and lobby relevant bodies regarding this issue.
19/10/21 To receive updates regarding the following issues and resolve action if necessary
a) Emergency Planning. After checking with the resilience forum no records for Old Leake are held on file. It was proposed, seconded and unanimously resolved to incite Steve Harrison to the December meeting to discuss a way forward.
b) Localised flooding of village dykes. This item is to be included in Councillor Crouches endeavours as 18 above.
20/10/21 To note general correspondences & respond if required
No further correspondences had been received other than those included in the agenda. Councillor Money updated the Council on the situation with the Old Leake News and its possible collapse if advertising revenues are not sustained.
21/10/21 To set the date and time of the next meeting & room at the Community Centre
Wednesday 10 November at 7.00 pm at the Community was set as the next scheduled Full Council meeting of the council
