Old Leake Annual Parish Council Meeting

Public Forum
Members of the public were present reporting issues relating to the vehicles and road conditions on Cowbroads Lane. All issues have already been reported to LCC in recent months.

1/5/24 Election of the chairman
It was proposed, seconded, and unanimously resolved to elect Councillor Frank Pickett as the Chairman
2/5/24 Election of vice chairman
It was proposed, seconded, and unanimously resolved to elect Councillor Tom Ashton as the Vice Chair
3/5/24 Apologies for absence and reasons given in accordance with 1972 Local Governments Act s.85.
Apologies were noted and accepted from Walter Seekamp and Councillors F Pickett, Nutman, McCulloch. Councillor Julian Crouch tendered his resignation.
4/5/24 Declarations of interest in accordance with 2000 Local Government Act.

5/5/24 Election of members to working groups and outside organisations:

7/5/24 Review Financial Regulations - no amendments made
8/5/24 Review and update the CCTV policy – updated accordingly
9/5/24 To note CCTV requests
Community Centre - no requests were made
Washdyke Lane – no requests were made
10/5/24 To receive a report from the Recreational Area Working Group, accept monthly check sheets, resolve actions and expenditure for issues raised in the reports:
a. Washdyke – no action required
b. Furlongs – no action required
c. Enos Wood – no action required
11/5/24 Resolution to approve payment of accounts as listed in supporting documentation
It was proposed, seconded, and unanimously resolved to approve payment of accounts
12/5/24 Highway Matters:
a. To consider speeding lorries in the village and resolve action
Questions were raised about 2 lorries in particular, Lorry Watch was looked into but didn’t really offer that much advice or reporting options. The clerk is to contact LCC P Skinner for further assistance.
b. Items requiring maintenance / repair. Giles footpath needs clearing out. Report on fix my street to ask LCC to instruct the academy to clear the area.
13/5/24 Planning:
No planning applications were received.
14/5/24 To confirm the format and cost for the regular young people’s activity group
It was proposed, seconded, and unanimously resolved to offer youth club activities with 2 YMCA support workers every Monday evening throughout July and August free of charge. Fees may be applicable from September.
15/5/24 To consider options with the dwarf fencing around Vicarage Gardens which is in need of replacing and resolve action
Prices are currently being sought to replace like with like, however this is proving to be very expensive. The Clerk is to ask the residents what alternative replacements they would consider.
16/5/24 To acknowledge the Outer Dowsing map 2024 – 2028
The maps and information were noted.
17/5/24 To consider relocating the grit bin from School Lane to Pode Lane
The Clerk is to consult the Highways department.
18/5/24 To note general correspondences
No other correspondences were received.
19/5/24 To set the date of the next meeting
The next meeting will be held on Wednesday 12 June at 7.00pm
