Old Leake Parish Council Meeting

September 4, 2024

 

Public Forum

Several members of the public were present. Complaints about the road to the fishing lakes causing burst water pipes and excessive amounts of traffic. This issue had been passed onto BBC and LCC previously.

A request for legal documents regarding the community centre and the request. Some documents had been located and shared, a further search may reveal more.

A request for a skate park for young people in the village was requested. This will be on the October agenda for consideration.

1/9/24 Opening Comments from the Chairman

Due to the apologies of the Chairman, Vice Chair Councillor Ashton welcomed everyone to the meeting.

 

2/9/24 Apologies for absence and reasons given

Apologies were noted and accepted from Councillors Frank and Sandra Pickett.

Apologies had not been received from Councillors McCullock and Nutman.

 

3/9/24 Declarations of interest in accordance with 2011 Localism Act

No declarations were made.

 

4/9/24 Welcome and introduction to PC Brennan

PC Brennan was unable to attend the meeting.

 

5/9/24 To note reports from representatives of outside bodies

LCC Councillor Skinner reported on the planning application of Leverton Fire Station, Giles Academy traffic regulation orders passed and over 30 road repairs had been actioned in the village.

Information regarding BBC Councillors Baxter and Butler activities were circulated via e mails to Councillors and include:

Dead trees on Lime Walk/ Church Road have now been cut down by Broadgate homes. Conversations are still ongoing around finding the funds to replace the fence  around Vicarage Gardens. John and Callum met With PC Brennan to discuss the antisocial behaviour in the village. Dog fouling issues, BBC enforcement

patrols were in the ward recently.

 

6/9/24 To note CCTV updates & image requests

No requests were made.

 

7/9/24 To receive a report from the Recreational Area Working Group, resolve actions and expenditure for issues raised in the reports including RoSPA report:

   a. Washdyke – Tree damage, has not been attended to by tree surgeon.

   b. Furlongs – Gate buffer mechanism has been requested.

   c. Enos Wood – no further action required.

 

8/9/24 Draft notes of the meeting held on 10 July 2024 resolution to adopt

It was proposed, seconded and unanimously resolved to adopt the notes as the minutes.

10/9/24 Highway Matters:

   a. Receive issues requiring maintenance / repair

It was proposed to request a weight restriction sign on Cow Broads Road.

   b. To resolve to purchase replacement data pack for reactive speed signs

It was proposed, seconded, and unanimously resolved to purchase a new data retrieval pack.

   c. To consider complaints regarding speeding lorries and other vehicles by the Bricklayers Arms and resolve action .

It was proposed to request an Archers repot with LCC.

 

11/9/24 Planning Matters: 

   a. Planning Application B/24/0316 EIA Scoping Notification and Consultation from the Planning Inspectorate for the project EN020036 for an Order granting Development Consent for the proposed Grimsby to Walpole Project (the Proposed Development) at Grimsby to Walpole. Comments objecting already logged

This was noted.

   b. Planning Application B/24/0347 Application for a Certificate of Lawfulness to confirm that a proposed extension to house liquid tanks and erection of flour silos connected with the manufacture of pet foods is lawful at Dovecote Farm, Fold Hill Foods Ltd, Lade Bank, Old Leake, Boston PE22 9RJ.

OLPC made no comments.

 

12/9/24 To receive an update regarding YMCA youth project starting in September

They Youth worker from YMCA, Karolyn Lamb, has started the advertisement campaign of the service and is good to go live the first week in October.
