Old Leake Parish Council Meeting

Public Forum

Three members of the public were present.

In attendance

Councillors, I Money, N McCulloch, T Ashton & J Crouch.

Temporary Parish Clerk M Cound was also in attendance. 

1/3/22 Opening comments from the Chairman

The Vice Chair, Councillor Money opened the meeting thanking everyone for attending.

2/3/22 Apologies for absence and reasons given

Councillor Bull had given his apologies he was away for this meeting.  Councillor Picket also gave his apologies due to a prior engagement as the Mayor of Boston.

3/3/22 Declarations of interest in accordance with 2011 Localism Act 

No declarations were made.

4/3/22  To note reports from representatives of outside bodies

Councillor Crouch was unable to attend The Standards Meeting at Boston Borough Council.

5/3/22  CCTV To note CCTV requests & system updates

None requested

6/3/22 To receive a report from the recreational Area Working Group, including Washdyke Lane.  CCTV installation, playground inspections, consider proposed expenditure based on RoSPA report and quote from Kompan, resolve actions and budget.

Reports received for Furlongs Lane.  Equipment to be cleaned and repainted, proposed by Councillor Money, seconded by Councillor Crouch.

7/3/22 Draft notes of the meeting held on 9th February 2022, resolution to adopt

It was proposed, seconded, and unanimously resolved to accept the draft notes as the minutes.

8/3/22 Update from Michelle Cound, Village Community Development Worker

Michelle has been working on a find a book project for Old Leake, this project is due to start very soon.  Michelle has been liaising with the Co Op’s Community worker and she will be attending the coffee morning in March.  Michelle is still planning to hold a Easter Hunt originally this was to be held in Enos Wood, due to current conditions in Enos Wood, Michelle is rethinking where to hold this and how.  Michelle has also completed a Level 2 in Mental Health awareness.  This course was more in depth regarding Dementia.  Michelle feels this will be good for her working with older people in the Village.  Michelle has also been collating ideas for the Jubilee Celebrations and will be attending a meeting with Community Centre Committee.  Michelle has been asked by residents about holding another Family Bingo, Michelle is planning this for May time.  Michelle is really keen to host a Money Management Session for residents of Old Leake.  Michelle feels in current economic situation people are facing this would be well received.  Michelle has produced a session to present to residents on how to reduce utility spend.  Councillor Money is going to speak to Community Centre regarding Michelle using a room free of charge, as this helping the community.

10/03/22 Highway Matters: items requiring maintenance / repair 

Station Road before caravan site, earth and waste has been dumped.

11/03/22 Enos Wood - To consider the maintenance, work needed and replenishment.

The Ash tree is now down due to it having Ash die back disease.  The contractor has looked at the other trees, 3 other Ash trees also have Ash die back disease. 2 Elm trees also have disease but awaiting official report from the contractor.  Work needed in Enos Wood is possible in the region of £3000.  Councillor Crouch has been looking into TPO orders on the trees but Boston Borough Council say there are none in Old Leake.  Councillor Crouch will ask Clerk J Greer when back in the next few weeks to look at the lease from the Woodland trust as this should shed some light.  Disappointing however that Jarred has not picked up these issues with the trees in Enos Wood.  Once diseased trees have been removed Enos Wood will look very sparse.  Residents concerned with tree removal ground could be at risk from flooding. 

12/03/22 Planning Matters:

a.   Application No: B/22/0037 Approval of reserved matters (Access, Appearance, Landscaping, Layout and Scale) following outline approval B/21/0240 (Outline application with all matters reserved for later approval for erection of 1no. 1 and a 1/2 storey Chalet Bungalow) at Land to the South of Station Road, Old Leake, Boston.

Old Leake Parish Council supports this application.  Councillor Ashton abstained. 

b.   Application No: B/22/0015 Erection of a new equine stable building, laying of a new access track from the existing field entrance and change of use of existing agricultural land to allow the grazing and exercising of domestic equine animals for personal recreational use at Bells Farm, Mere Drove, Old Leake, Boston, PE22 9QF

Old Leake Parish Council supports this application.  Councillor Ashton abstained. 

c.      Application No: B/22/0066 Proposed siting of 24 Static Caravans, 1 Log Cabin, 1 wooden  holiday pod. Siting of 18 Static Caravans, 5 Holiday Pods, 1 Wooden Reception Building and 2 Brick Toilet Blocks (works already started/completed) at Lake View, Southfield Road, Old Leake, Boston PE22 9LP

Old Leake Parish Council supports this application.  Councillor Ashton abstained. 

d.     Application No: B/22/0087 Proposed residential dwelling (resubmission of B/21/0161) at Land Adjacent to Holly Cottage, Station Road, Old Leake, Boston PE22 9QJ.

Old Leake Parish Council object to this application as outside of the village plan and is not appropriate to the land it is to be built on.  Councillor Ashton abstained.

13/03/22 To consider and resolve spend of Parish Council Grant

 It was unanimously resolved to spend the £1000 grant available to the Parish Council on the MUGA.

14/03/22 To note general correspondences & respond if required

Councillor Crouch had received a letter from MP Matt Warman regarding Speed Limits

21/9/21 To set the date and time of the next meeting & room at the Community Centre 

Wednesday 13th April 2022 at 7.00 pm at the Community was set as the next scheduled Full Council meeting of the council

The next Parish Council Meeting is scheduled for Wednesday 13th April at 7.00 pm AT THE COMMUNITY CENTRE
