Old Leake Parish Council Meeting
9th February 2022
MINUTES
Two members of the public were in attended to listen to the meeting, they attended the last meeting and found it very interesting.

Councillors F Pickett, T Ashton, G Bull, I Money, J Crouch. And N McCulloch
Temporary Parish Clerk M Cound and Cllr Skinner were also in attendance.
1/02/22 Opening comments from the Chairman
The Chair, Councillor Pickett welcomed everyone to the meeting.
2/02/22 Apologies for absence and reasons given
All Councillors were present.
3/02/22 Declarations of interest in accordance with 2011 Localism Act
No declarations were made.
4/02/22 To note reports from representatives of outside bodies
Cllr Crouch was unable to attend the Arm’s House Meeting in January 2022. Once Cllr Crouch receives the minutes he will update the Parish Council.
5/02/22 CCTV To note CCTV requests
Cllr McCulloch commented public regarding anti-social behaviour, Cllr McCulloch advised if this happens again to contact the Parish Council so that CCTV can be checked.
Cllr Skinner commented that people must ring 101 in order for the police to gather data.
An AMPR camera at Community Centre the Parish Council feel this would be an advantage to the Community Centre. Whom attends the next Community Centre to ask about contribution to AMPR camera.
6/02/2022 To receive a report from the Recreational Area Working Group, including playground inspections, consider proposed expenditure based on RoSPA report and quote from Kompan, resolve actions and budget
Playground inspections received for Furlongs Lane. Cllr Money has marked repairs that must be completed.
Washdyle Lane playground report received repairs need to be completed although many items should dtill be under warranty.
Cleaning of equipment is need at both Washdyke Lane and Furlongs Lane.
Sim card for cameras needs to be registered with a email address and credit card.
Frontage at Washdyke Lane has many potholes, all on the verge. Possibly have this made into a hard standing, having paved or pavement extended. Highways asked first if will complete the works, Cllr Skinner will put in request. If rejected by Highways possible Parish Council could pay. Unanimous vote by councilors to obtains quotes on cost for these works.
7/02/22 Draft notes of the meeting held on 8th December 2021 resolution to adopt
It was proposed, seconded, and unanimously resolved to accept the notes as the minutes.
8/02/22 Interim Parish Clerk to consider arrangements
Michelle Cound has agreed to cover at temporary Parish Clerk. Payment agreed at £15 per hour self-employed.
9/02/22 Update from Michelle Cound, Village Community Development Worker
Michelle Cound updated the Parish Council on current events and events being planned. Michelle is still hosting a coffee morning at The Meadows, which has a good turn out each month. Michelle is going to be launching an Old Leake Book Hunt for children in Old Leake. The idea of thew project is that Michelle will hide some books around Old Leake Village and Old Leake Commonside for the children to find. The child who finds a book can either read the book they have found and rehide it or keep the book they find and hide a book of their own. Michelle is also planning a Easter Egg Hunt at Enos Wood and a Car Boot sale either at Furlongs Lane or Washdyke Lane.
Michelle has been attending Online sessions about engaging the community, Financial Inclusion and helping residents with Money Matters. Michelle has also attended a presentation form Connecting Support in Lincolnshire. Michelle is still keen to start a money management session for the residents of Old Leake.
10/02/22 To Consider date and format of Annual Parish Meeting
It was proposed, seconded, and unanimously resolved to hold the Annual Parish Meeting before the Parish Council Meeting in May 2022.
11/02/22 Resolution to approve payment of accounts
It was proposed, seconded, and unanimously resolved to approve the payments as stated below.
12/02/22 Highway Matters: items requiring maintenance / repair
It was reported that there are potholes on Kindle Lane and Fly Tipping in Old Leake has increased.
13/02/22 Planning Matters:
a. Application No: B/22/0016 Change of use of land for siting two shepherd hut holiday lets and the continuation of animal grazing at The Shrubbery, Station Road, Old Leake, Boston, PE22 9RF. Old Leake Parish Council support this apploication.
b. Application No: B/21/0534 Single Storey Front and Side Extension to facilitate additional living space, garage and an ancillary Dog Grooming Room and Kennels. Loft Conversion with Front, Rear and Side Dormers at Kimberley, Hobhole Bank, Old Leake, Boston PE22 9RX. Old Leake Parish Council support this application.
c. Application No: B/21/0533 Application for the approval of reserved matters (Access, Appearance, Landscaping, Layout and Scale) following approval B/19/0438 (Demolition of existing buildings, outline planning permission for 5 two storey dwellings) at Land off Commonside Road, Old Leake, Boston, PE22 9PR. Old Leake Parish Council support this application.

14/02/22 To consider the second draft budget proposal for 2022 – 23 and set the precept
