Old Leake Parish Council Meeting
28th October 2020
In Attendance:
Councillor Frank Pickett, Councillor Guy Bull, Councillor Ian Money were present and Councillor Julian Crouch joined via conference call.
Lincolnshire County Councillor Paul Skinner was also present.
Public Forum
Two members of the public were present. One member reported antisocial behaviour issues were still a problem at the Community Centre.
One member stated the issue raised in the public forum at the September meeting, regarding the Parish Council having a presence on Facebook was not included in the minutes.
1/10/20 To elect a Vice Chairman
Due to 2 interested parties and only 4 Councillors present the election of the Vice Chairman it was proposed, seconded, and unanimously resolved to postpone the election of the Vice Chairman until the November meeting.
2/10/20 Apologies for absence and reasons given
Apologies were received and acknowledged from Councillors Baxter and McCulloch. Apologies from Councillor Ashton were not recorded in time for the meeting.
3/10/20 Declarations of interest in accordance with 2011 Localism Act
No declarations were made.
4/10/20 To note the report from the Police Liaison Officer
A report had not been received in time for this meeting.
5/10/20 Introduction to Michelle Cound, Village Community Development Worker
Michelle was unable to attend the meeting due the date change but did send a detailed report updating the Council how she was building up a presence albeit virtual for the Old Leake Getting Together programme due to the Coronavirus restrictions.
Competitions for Halloween crafts and details of family bingo plus you tube videos of Storytime from Enos Wood were among the list of achievements so far.
Councilors were pleased with the progress and the forward thinking to deliver the programme.
6/10/20 To note reports from representatives of outside bodies
There were no reports from Councillors.
7/10/20 To note CCTV requests
Councillors Pickett and McCulloch are to review the CCTV with PCSO Rayment regarding an incident at the Community Centre.
8/10/20 To accept the playgrounds and Enos Wood monthly check sheets and action any repairs
It would appear the pallets at Enos Wood to form the compost area have been stolen. Replacement pallets from Jared Thompson are to be sourced.
9/10/20 Draft notes of the meeting held on 9th September 2020 resolution to adopt
The draft notes were considered, the comments from the public forum were added. The notes were proposed, seconded, and unanimously resolved to be accepted as the minutes.

11/10/20 Highway Matters: items requiring maintenance / repair
Councillor Skinner provided an in-depth list of road maintenance issues and repairs throughout the village.
Issues regarding speed limits on Hunston Lane and Moat Lane were raised with Councillor Skinner as residents had complained to the Parish Council.
Although the roads did not fit the criteria to reduce the speed limit Councillor Skinner said he would raise the question at the County Council meeting in December. An Archer report was requested for Hunston Lane and the Clerk is to write to all tractor and haulage businesses that used the small village roads.
12/10/20 Planning Matters: Applications:
B/20/0326 siting of 2 additional holiday lodges at Icini House
It was proposed, seconded, and unanimously resolved to object to this panning application. Issues were raised as not all current building were listed on the plans. Council felt it was an over development of the site, and it had been noted that the development had not complied with restrictions imposed by the Coronavirus Lockdown.
B/20/0307 two storey rear extension at Glendale, Chapel Road
It was proposed, seconded, and unanimously resolved to support this application.
13/10/20 To note the completion of the Annual Audit and resolve any actions if required
The Annual Audit had not been returned from PKF Littlejohn external auditor in time for this meeting.
14/10/20 To consider the following policies and resolve adoption of the policies
a) Environmental Policy
It was proposed, seconded, and unanimously resolved to develop this outline of a policy for adoption at the November meeting.
b) Communications Policy
It was proposed, seconded, and unanimously resolved to adopt the Communications Policy.
15/10/20 To consider the new website and content and resolve to make public
It was proposed, seconded, and unanimously resolve to proceed with the new website. LCC will close down the old website in December.
16/10/20 To note the information from Boston Borough Council and the Old Main Road MUGA and resolve any information if required
Information from BBC confirmed the MUGA was purchased and installed by BBC and the primary school are responsible for the upkeep, maintenance, and insurance. It is not, nor has it ever been the responsibility of Old Leake Parish Council.
The Clerk is to seek an update on progress from BBC.
17/10/20 To consider broadband options to allow for hybrid (in person + ZOOM) Parish Council meetings and resolve action.
Due to the Coronavirus pandemic and to ensure inclusivity for Councillors and Parishioners to access meeting possible options were considered. It was proposed, seconded, and unanimously resolved for Councillor Money to source suitable applications and quotes for consideration and resolution at the November meeting.

To consider applicants for the Parish Councillor vacancies and resolve to co-opt
Donna Amess applied for one of the vacancies. Her register of interest details had been previously circulated to Councillors prior to the meeting. Donna introduced herself and gave details of her working life and interest in village matters. It was proposed, seconded, and unanimously resolve to co-opt Donna Amess.
19/10/20 To note general correspondences & respond if required
Correspondences received had already been address during the Highways agenda item. (11)
20/10/20 To set dates for future Parish Council meetings
11th November 2020. Dates and in person meetings may alter in line with Government guidelines due to the Coronavirus.
