Old Leake Parish Council Meeting

In Attendance: via zoom
Councillor Frank Pickett, Councillor Guy Bull, Councillor Julian Crouch, Councillor Ian Money, Councillor Tom Ashton, and Councillor Donna Amess were present.
Lincolnshire County Councillor Paul Skinner was also present.
Parish Clerk Joann Greer and The Community Development Worker Michelle Cound were also present.
Public Forum
No members of the public were present.
1/12/20 Opening comments from the Chairman
Councillor Picket welcomed everyone to the meeting.
2/12/20 Apologies for absence and reasons given
Apologies were noted and accepted from Councillor Baxter.
3/12/20 Declarations of interest in accordance with 2011 Localism Act
No declarations were made.
4/12/20 To note the report from the Police Liaison Officer
The following report was received from PCSO Rayment:
6 incidents of anti-social behaviour - Old Main Road, Mere Drove, 2 Station Road and 2 Bert Allen Drive. The Mere Drove, Station Road and Bert Allen Drive incidents do not relate to any ongoing issues with youths.
2 incidents of violence-Main A 52 and Hawthorn Road.
1 burglary-Station Road.
3 thefts - Fellands Gate, Midgate Lane and Washdyke Lane.
2 incidents of hare coursing- Southfield Lane and Lade Bank.
1 concern for safety-Meadow way.
1 suspicious circumstance-School Lane.
3 road traffic collisions - Main A 52, Cowbroads Lane and Church End.
3 transport hazards-Main A 52, Mere Drove and Caleb Hill Road.
2 traffic offences - Main A 52 and Sandygate Crescent.
5/12/20 Update from Michelle Cound, Village Community Development Worker
Michelle updated the Council on progress with “mini movers” a zoom conducted session for young families to take part in a dance/exercise/socializing session on a weekly basis. A grant of £500 has been applied for to fund the sessions up to the end of March 2021.
Family bingo sessions have been arranged, the Bricklayers Arms have provided a £40 take away voucher, several competitions have been organized on face book with to engage with the community and raise the profile of the project.
Cheryl Wray has offered to help with Eno’s Little Explorers once groups are able to meet after Coronavirus restrictions are lifted.
6/12/20 To note reports from representatives of outside bodies
Lincolnshire County Councillor Paul Skinner gave an update on the Coronavirus status in the county including a mobile testing facility. He also stated there were many exciting business opportunities in the offing with one business, Plant & Bean offering over 500 employment opportunities in the near future.
Reporting highway issues on fixmystreet was also recommended as the best way of reporting and tracking issues.
7/12/20 To note CCTV requests
There were no CCTV requests made.
8/12/20 To accept the playgrounds and Enos Wood monthly check sheets and action any repairs
No additional play equipment issues were raised, however the left hand gate at Washdyke Lane had been tampered with again.
9/12/20 Draft notes of the meeting held on 11th November 2020 resolution to adopt
The notes were proposed, seconded, and unanimously resolved to be accepted as the minutes. The paper copies of such notes would be signed by the Chairman once the Council can meet in person.

11/12/20 Highway Matters: items requiring maintenance / repair
Councillor Skinner informed the Council the speed reduction process down to 40 mph on the A 52 had begun.
12/12/20 Planning Matters: Applications:
No Planning applications were received for this meeting.
Full planning permission for B/20/0307 extension at Glendale was noted.
13/12/20 To consider the second draft budget for 2021/22 and set the precept accordingly
It was proposed, seconded, and unanimously resolved adopt the second draft budget with a precept recommendation of £42096.00. This is the same figure as the last financial year.
14/12/20 To consider the Environmental Policy and resolve to adopt
The outline policy was agreed in principle. The document is to be developed and circulated for ratification at the February meeting.
15/12/20 To consider broadband installation and running costs quotes at the Community Centre and resolve action
After considering the options it was proposed, seconded, and unanimously resolved to proceed with the BT provision.
16/12/20 To consider a notification from LCC regarding the reduction of the A52 speed limit and resolve action
This issue had already been considered under agenda item 11. The Council welcomed the information and the benefit and safety this would bring to the parish
17/12/20 To consider the development of a village Emergency Response Team and resolve a future action plan if required
The Parish already has flood and snow wardens but thought the best way forward was to create an up-to-date data base with current contact details.
The completed list would be available at the February meeting, then circulated.
18/12/20 To consider applicants for the Parish Councillor vacancies and resolve to co-opt
No applications had been received in time for this meeting.
19/11/20 To note general correspondences & respond if required
