MINUTES

In Attendance:  Councillor David Norton, Councillor Frank Pickett, Councillor Guy Bull, Councillor John Baxter, Councillor Ian Money, Councillor Anne Hawthorn and Councillor Julian Crouch.
Lincolnshire County Councillor Paul Skinner was also present.

Public Forum

No members of the public where present.

1/10/19 Opening of the meeting by the Chairman

The Chairman welcomed all Councillors. He announced he would need to leave at 8pm and Councillor Pickett would Chair the meeting from that point.

2/10/19 Apologies for absence and reasons given

Apologies were received from Councillor Ashton due to meetings.

3/10/19 Declarations of interest in accordance with 2011 Localism Act

No declarations were made.

4/10/19 To note the report from the Police Liaison Officer

The following list of incidents was reported by PCSO Kym Rayment: 2 incidents of Anti-Social behaviour-Cowbroads Land and Church Road.

4 incidents of criminal damage-Hawthorn Road, Church Road, Washdyke Lane and Old Main Road.
4 incidents of violence-Hawthorn Road, Church Road, St Mary’s Way and Old Main Road.
3 suspicious circumstances-Hampton Lane, Hurns End and Church Road.
2 concern for safety-Millers view and Hawthorn Road.
1 incident of hare coursing.
1 road traffic collision-The Gride.
2 transport hazards-Southfield Lane and Station Road.
1 traffic offence-Main A52.

5/10/19 To note reports from representatives of outside bodies

Councillor Hawthorn had attended the Macmillan Coffee Morning which was very well attended. The Rural Isolation Festival Day in Fishtoft had been cancelled due to bad weather.

Councillor Norton informed the Council the Harlock Alms vacant house had now been filled. He also informed the Council there had been discussions about an additional house being built for the charity at some point in the future.

6/10/19 To note CCTV requests

No requests for images were made. The engineer attended to investigate a beeping noise, but it appears to be repaired now.

7/10/19 To accept the playgrounds and Enos Wood monthly check sheets and action any repairs

No new issues were reported.

8/10/19 To consider the draft notes of the meeting held on 11 September 2019 and resolve to adopt

It was proposed, seconded and unanimously resolved to accept the note as the minutes.

9/10/19 Resolution to approve the payments of accounts

It was proposed, seconded and unanimously resolve to approve the payments as listed at the meeting.

10/10/19 Highways matters: items requiring maintenance or repair

Councillor Pickett provided a list for LCC Councillor Skinner.

11/10/19 Planning matters

a) B/19/0374 The Blue Bungalow – outline planning permission for 3 dwellings.

It was proposed, seconded and unanimously resolved to object to the planning application. It was still felt an over development of the site with 3 large dwelling which were not recognised as being suitable for the village need. Smaller affordable housing for local families would be preferred.

12/10/19 To consider the Developer Contribution of £15000 for providing/renewing/upgrading off site facilities and resolve response

The Council agreed this was welcome news. It was proposed, seconded and unanimously resolved to allocate the funds to the Washdyke play area development including introducing the wildflower area, improving play facilities and introducing a car park area.

13/10/19 To acknowledge the conclusion of the Annual Audit

Council acknowledged the return form from the External Auditors. AGAR forms were duly displayed on the web site. A paper form is to be displayed in the notice board by the Co-op.

14/10/19 To receive a report from the Enos Wood working group, resolve any actions and set expenditure if required

Councillors Crouch and Hawthorn reported the logs for the seating area were ready for delivery. CCTV equipment was due to be put up in the woods prior to the delivery of the logs. The bark paths were also set to be put laid. Details to reinstate an original pond identified in the wood was deferred until the spring to see if it naturally forms over the coming months.

15/10/19 To consider quotes for Washdyke Lane fencing and resolve the contract

Three quotes had been requested but only 2 provided their quotes in a timely manner to be considered at the meeting. It was proposed, seconded and unanimously resolved to award the fencing contract to Thomson Tree Services.

16/10/19 To receive an update from the Washdyke Lane Working Group and resolve any actions and set further expenditure if required

Councillor Crouch informed the Council that the wild flower meadow had been treated but time was important if the seeding of the area could be completed before the harsh winter sets in. Councillor Picket is to contact the contractor to confirm a date to sow the seeds. The fencing is due to be installed in November and the overgrown bushes at the entrance have been removed. The Working Group are due to meet on Friday 18 October to discuss the next steps including car parking, signage and bollards.

17/10/19 To complete the BBC Council Tax Support Consultation 2020/21

Councillors did not wish to amend anything in the survey.

18/10/19 To consider other locations for the Community Centre bin area and resolve

Further details had not been received in time for the meeting.

19/10/19 To note general correspondences

The following correspondences were acknowledged:

a letter from RSPB thanking the Council for their donation was noted along with information regarding the firm Gallacher taking over Came & Company insurance brokers and a letter from LCC stating they had adopted the Statement of Community Involvement (SCI) 2019 on 13th September 2019. There was also a note from Fishtoft Parish Council accompanying the Rural Isolation Project grant fund of £2500.
